Everyone has a right to a decent environment. However, the reality in Scotland is that many people have to live with a damaged environment, beside a waste dump, a chemical factory, a busy road, an opencast mine, an incinerator. In Scotland, as is the case throughout the world, it is the poor, the unemployed, the most isolated or vulnerable, the least powerful who get the worst pollution. The result of this is ill-health, accidents and ongoing anxiety. Good Neighbour Agreements are mechanisms for improving the environmental performance of a company or facility, by giving the community who live beside it more say in the standards by which they operate.
