Friends of the Earth Scotland’s response to the Scottish Government’s consultation on Developing Scotland’s circular economy: consultation on proposals for legislation. Given that the Scottish Government has declared a climate emergency, Friends of the Earth Scotland are calling for a strong and ambitious Circular Economy Bill which includes:

  • Robust reduction targets to reduce our overconsumption of resources including reducing our carbon footprint to net zero by 2050, material footprint by 50% from 2020 to 2030 for minerals, metals and fossil fuel feedstocks, and a biomass target to be set when data becomes available.
  • A duty on relevant ministers to report annually on the progress of the targets.
  • A Resources Reduction Plan to be introduced and updated every 5 years with policies and other instruments to steer our economy towards meeting the targets.
